Major idiots. I would call the store manager and complain, and if you don't get satisfaction from him, call the corporate office in Benton, AR.
I can "understand" maybe having cars that are uncharged, sometimes it just works out that way despite everyone's best intentions, but the attitude of the employee is inexcusable, especially if there were carts available but she was too lazy to make the determination. The manager needs to know that his staff reduction is affecting his customers adversely, this is more than a inconvenience, it's health risk.
